You haven't posted the versions of various error-producing progs. However, 
when I installed KDE3, kdeadmin required upgrading rpm to 4.0.4-7, along 
with popt. This conflicted with up2date which I uninstalled. In order to 
get a working up2date I then installed python-clap and built up2date from 
the source rpm on rawhide's site - 2.7.77-7. It now works.
