I think it might be a file called ".desktop" or ".folder" in the
directory.  It is a "hidden" file.  That file is definitely used to
specify the icon a directory will have.  (Did you know that every
directory can have any arbitrary icon you choose?  MS just forgot to
give you a mechanism for specifying it.  PCMag made a little app to do
it several years ago.)
