Is the macine you want to use as a server connected full-time to the net (or at least to a network from which the target tier-2 server can be reached)? If so then you can use the xntp package that comes with RH. I set one up at work and it was easy, once I dug thru enough documentation to figure out which 2 or 3 of the 7000 documented options I needed. sorry, I'm not there now and don't remember the details. otherwise, if it is not a full-time connection, I suggest you check out the chrony package. I use this at home to keep my lan synced together and accurate. (You can also use chrony on a full-time connection, it's not as flexible as xntp, but it's also a lot easier to set up.) Chrony is designed for systems that are not connected full-time, knows how to go online and offline, can trim your system clock to account for its known (measured) drift, and can also act as an ntp server for the remaining macines on your LAN. Also, though you didn't ask: there are numerous ntp clients for windoze machines. Since there are some of those thingsn on my home LAN, I've tried a few and have settled on 'automachron' which seems to work reliably and unobtrusively to keep in sync with the chrony server here.
