It has to do with who is "authoritive" for a particular domain.  In the 
case of a domain that your run and administer you can run a DNS server and 
be "authoritative" for (as an example) "mydomain.com".....as long as it 
has been properly delegated to your servers.

When it comes to reverse lookups the "domains" are generally of the type 
which are based on a "C" class network.  An example of this would be

99.74.211.in-addr.arpa

Which is the domain for the 211.74.99.X address space.

So, for you to be "authoritative" for the domain that includes your IP 
address.  Normally, your ISP doesn't give you (it has to be delegated) 
control over this since you don't normally get a C class address space for 
you to administer.

The "short" answer....it to contact your ISP and ask them if they will put 
the needed information into their DNS servers to statisfy a reverse 
lookup.
