It's a client/server approach that allows you to have multiple Linux systems being controlled from a single UPS. When the server, which is monitoring the UPS, detects a power loss, it sends a signal to all the clients. If you've got multiple Linux systems connected to the same UPS, this works like a charm. If the power comes back before you've completed the shutdown, the clients get notified again and you keep running.
Red Hat's site isn't a very good Linux portal.
