What error do you get? Are you sure you are using the commands correctly? What are those "other useful utils"? You can only use finger to obtain information about a user on a given UNIX or Linux system. Are you using it on your own system? Keep in mind that you can use it then even if you are not connected to the Net via PPP. No matter what though you should make sure it is correctly configured via xinetd to allow socket connections. However, 'finger' is not secure so you are better off by closing that port. As for the 'whois' command, make sure you use it as in 'whois yahoo.com' and it should return you information about that domain.
