I interpreted that differently. If what it wants is the top level directory that contains the bin/, lib/, include/, et al. for Apache, that would be /usr, if you're using the rpm install of Apache. If you installed apache to /usr/local/apache_1.3.22, for instance, then /usr/local/apache_1.3.22 would be the value of interest, given my interpretation.
