I got a similar error just this morning. But mine said librpm-4.0.3.so
and librpmio-4.0.3.so while I have both of them in /usr.lib (and several
more). I had to go to work and didn't have time to investigate it. So,
if somebody knows what's the deal, they could save me a lot of trouble
trying to figure it out.

BTW, this is also RH7.1 and all of my rpm stuff is 4.0.3-1.04.
