I am using PS2 M$ intelli (spelling?) mouse. I did mouseconfig several time, 
even checked the config file by hand. I checked also the XF86Config-4 file 
and make sure the protocol there is correct. Everything checks out fine.

No, not at tty. If you mean console that runs in X (like xterm), then the 
answer is yes, I do.

I did update using up2date from RedHat network. I believe it's 
XFree86-4.1.0-5. The latest release if Xfree86-4.2.0. Do you think I should 
upgrade to that?
