USB devices are typically hot-pluggable. Certain devices can tollerate such behavior better than others, however.
There's a big catch, here, though. You'd have to restart gpm or X or whatever is controlling the mouse.. and you'll have to change the options/config before restarting. Why would you even consider going back and forth between two mice, though?
