No, binary compatibility is only assured within major version numbers, 
as far as Red Hat's concerned ... so mixing 7.x with 6.x is to be 
avoided.

You can use the latest, but you may need to add --with-pam to
configure (it won't hurt to add it whether or not it's required), and
you'll need ssl.  Of course, make sure you update zlib first, and --
if you've added a custom zlib outside /usr, tell openssh configure
where it is with --with-zlib=<path>.
