The sticky bit prevents users other than root from deleting temporary 
files belonging to other people.

That depends entirely on how much use users and programs make of /tmp. I
usually manage just fine with 128MB on a small system of under 10 users, 
although some lager systems have required as much as 1GB. Your mileage may 
vary.

As for loction, /tmp needs to either be part of the root partition or have
its own partition. Placing it in a non boot-critical partition like /home
is asking for trouble down the road, but it *will* technically work so 
long as your /home parition is always mounted at boot time.
