The above command should work. But only if all the appropriate RPMs are there.

My exact command was (from my bash history)

rpm -Uvh glibc-*

Perhaps try that one. I always prefer -U over -F only because U will install 
packages that aren't already installed. This becomes important when they 
start "splitting" large packages up. But I don't know if that applies in this 
case.
