Just because the entity that is listed as the owner of the address
gives a Reston address has no bearing on where the actual address
is deployed.  For instance, take 20.0.0.0/8, which belongs to 
Computer Sciences Corportation.  20/8 is listed as belonging in
Falls Church, VA, but addresses from that space are allocated world-wide
by CSC.

All it actually does is whois lookups from various IP registries.
