Unless I am reading it wrong, that defines the dnsbl server and server 
response IF dnsbl is defined thus:
FEATURE(dnsbl) 
See below for why it fails.

blackholes.mail-abuse.org is a subscription service, and has been for 
better than 6 months. See:
http://mail-abuse.org/subscription.html

The dnsbl.m4 file should probably be changed to reflect this.
