I had the same problem when moving from 6.1 > 7.2, and I was using gnome and
sawfish in 6.1.  Fortunately, I had backed up my old stuff to cdrom, and was
able to copy it over.  Voila, good configuration.

RH7.2 comes with version 0.38 of sawfish, but currently the version is later
than 1.0.  AFAIK, there is no official RH version later than 0.38.

Here is the line that I believe does the trick:

(custom-set-typed-variable (quote cycle-disable-auto-raise) (quote t) (quote boolean))

Put it in your ~/.sawfish/custom file after backing it up.  Delete any lines
that appear to conflict with it.  If it doesn't work, I can send you the 
whole custom file for you to work from.

RH7.2 sawfish has an acknowledged RH bug: the sawfish control center
is not available until after accessing one of the sawfishcc subsections.
Rh is one of the chief supporters of gnome/sawfish, and is the default
desktop/wm for 7.2, and I am surprised that they have not come out with an
official update for this package.
