The refresh rate is very much related to the dot clock frequency,
vertical, and horizontal resolutions--and maybe some other things I'm
forgetting.  I would suggest taking a look at the
XFree86-Video-Timings-HOWTO
(http://www.linuxdoc.org/HOWTO/XFree86-Video-Timings-HOWTO/index.html).
First, it might be good to read
http://www.linuxdoc.org/HOWTO/XFree86-Video-Timings-HOWTO/obsolete.html.

You might also find something in the XFree86-HOWTO.
