Have a look at /etc/sysconfig/network-scripts/ifcfg-eth0, and make sure 
there is a line in there that says: ONBOOT=yes

Check /var/log/messages*, you should see the serial ports recognized in 
the boot messages.
[root@enigma root]# grep tty /var/log/messages*
/var/log/messages.3:Dec 10 23:43:16 enigma kernel: ttyS00 at 0x03f8 (irq 
= 4) is a 16550A
/var/log/messages.3:Dec 10 23:43:16 enigma kernel: ttyS01 at 0x02f8 (irq 
= 3) is a 16550A
