If you can move it to another machine, you can recover things there. If
a bootdisk is available, you can go into runlevel 1 and change
passwords. If you have a rescue CD, you can get in with that and delete
the old password stuff and/or change lilo.conf and rerun lilo. Even an
install CD can be used just to get in and use ctrl-alt-F<number> to get
into a commandline (I can't recall which one, but I think it's F3, 4 or
5).

There are rescue systems (mondo, zdisk, tomsbrt, etc) that allow you to
get in and fix problems, and this could be considered to be of that
nature.
