Interesting issue. I ran into something similar with the uugetty package. In RH 4.x uugetty worked if the 'callback' option was properly set up, I could ring my phone once, wait 10 seconds and ring it again and the modem would answer. Beginning in 5.x (I discovered it at 5.2, not having used 5.0 or 5.1) callback no longer worked. I discovered, by unpacking the .src.rpm, that they had explicitly patched it to off. I inquired here but never got a reply. Same thing in 6.2. Again nobody replied when I asked why they would disable such a useful feature. this one sounds like much the same thing, a useful feature turned off for no obvious reason.
