I checked www.rpmfind.org, www.freshrpms.net, and rhcontrib.bero.org with no success for apache 1.3.20. You may well need to download the source tarball from apache.org and compile it yourself. Also you could take a look a the rpm spec file from a newer apache version in rpm format to see if you could derive one for your particular needs.
