Not necessarily, do a 
'cat /proc/sys/net/ipv4/ip_forward'

if you back a 0 then it is not enabled, if you get a 1 back, it is
enabled. You can probably do an echo 1 >/proc/sys/net/ipv4/ip_forward
to enable it if you wish. Otherwise, yes you will have to recompile
the kernel, which isn't normally a big deal. :-)
