Depends on what you have in there, whether you're using user-private home
directories (the default on Red Hat), and why you would want anyone else
to be able to execute your personal .bashrc. It's not *inherently* a
security risk, but I'd venture to say that it's probably a bad idea on
general principles.

Lots of different files. Which environment elements are you particularly
interested in? As with everything else in *nix, the answer is "It
depends."
