I am not sure why but RedHat has never included ipsec stuff in their
kernels.  I figured it was encryption export restrictions but now that
openssh is there I don't know.
I recently installed an ipsec vpn between a couple of redhat 6.2 boxes.
Part of the installation requires the patching of the kernel and
recompilation.  The freeswan installation script did the patching and
compilation without problems agianst the 2.2.19 source installed from
src.rpm.  I then moved the freeswan userland programs, the config files,
the kernel and modules over to both the boxes with no problems.

The freeswan code is actively being developed and bugs for various setups
being fixed all the time.  The docs included with the freeswan code are
really quite good and relatively uptodate.
