This is expected behavior, and the reason why you don't use "-" all
the time - because you want to keep your existing paths and
environment, but just want more privileges for a task

No, they can't. If you're thinking of console users, that's known,
well documented and as designed - they could use the powerbutton
anyway. It can be disabled if the admin wants to, and this is
documented too... but unless you have physically secured machines, it
doesn't help.
