This question comes up every couple of days.  I answered it once today
already.  I'd send you to the archives but I don't know whether they
work these days...

Upgrade rpm to 3.0.5 first.  It understands the new format.  3.0.6 may
give you trouble.

Then d/l and install rpm 4.0.something, rpm -Uvh rpm-4.0.something.rpm,
then rpm --rebuilddb.

Or rebuild bind from source.
