If you install the RedHat with the server option, it will install the
telnet-server package by default.

The package is available on the RedHat CDs and on any RedHat 7.0 mirror.

The only dependencies mine has are xinetd and glibc:

 $ rpm -qp --requires 7.0/RedHat/RPMS/telnet-server-0.17-7.i386.rpm
 xinetd
 rpmlib(PayloadFilesHavePrefix) <= 4.0-1
 ld-linux.so.2
 libc.so.6
 libutil.so.1
 libc.so.6(GLIBC_2.0)
 libc.so.6(GLIBC_2.1)
 libc.so.6(GLIBC_2.1.3)
 libutil.so.1(GLIBC_2.0)
 rpmlib(CompressedFileNames) <= 3.0.4-1

SSH is better anyway. &)
