It could, but now your virus is starting to get large, because you have
to include code to handle the ext2 file system, so you know where the
binaries are on the disk. Or you have to scan the raw disk, looking for
the "magic number" for an ELF binary. You can no longer use the OS to
access the files, because Windows does not know how to access the Linux
partitions.
