Ok. I have to thank Bero for pointing out what I shoulda cought myself. :-) It
turns out to be a problem of mis-reading the docs. If you DON'T want someone to
be able to log in via FTP put 'em in the "ftpusers" file. :-) This seems
COMPLETELY counter-intuitive to me, but who knows... ;-)
