Gary,
/etc/issue is for tty logins
/etc/issue.net is for network logins..
Therefore, changing /etc/issue will not change the banner when you connect
with telnet.
Also, these 2 files get reset at each boot by /etc/rc.d/rc.local - just
remove the extranous crud from there and it won't happen again..
