My dialup gateway serves ntp to my private clients behind it. When
the gateway connects, it shuts down ntpd, runs ntpdate against an ntp
server near me, syncs the hardware clock, then restarts ntpd, which
syncs against the hardware clock. The advantage of this convolution
is that ntpd is available to my clients even when the gateway is
offline.
Please don't take these configs as authoritative ... they're the
product of trial and error, and work for me, but may not be ideal.
(I welcome criticism, in fact.)

server 127.127.1.0 # local clock
driftfile /etc/ntp/drift
broadcastdelay 0.008
authenticate no
#sample client ntp.conf
server 192.168.1.1 # my gateway
driftfile /etc/ntp/drift
