I would use the following:

/etc/hosts.deny

ALL: ALL

/etc/hosts.allow

in.ftpd: LOCAL, .good.domain, 111.222.333.

The above of course allows LOCAL hosts, good.domain and
111.222.333.x only. Do a man hosts.allow for more details
and how to use the EXCEPT rule.
