Then you removed the package, or ran a custom install without installing it. Install the gcc* and libstdc++* packages from your favorite mirror or your CD (whatever you used). There were a couple of problems with the version on the 7.0 CDs, if you need to download it, you'll probably want to get the current version (either from errata or from http://www.linux-easy.com/rh-updates/).
