Not really enough info to give you the best or quickest method...
It may be safer to start a new install and have hdb as the target disk, or
use some kind of copy program to copy your files over from hda to hdb.
While you're running your live system from hda, simply change the current
lilo config (or add a second entry to be safe, and have a backout method) to
mount the root off of hdb. Reboot with the root FS from hdb, edit your lilo
config accordinly, reboot again, and all should be well.
