Yep.  I know of at least one scheme for netbooting diskless machines,
where everybody gets the same read-only root at boot time, and ends up
with an individualized one when / gets re-mounted read-write.  Don't
remember the mechanics offhand (ended up using a different method
myself) but I understand that it is done.
