man problem

Hi All,

 can anyone have any idea what's wrong with my system?

[root@rsync /root]# man ls
/usr/bin/groff: can't find `DESC' file
/usr/bin/groff:fatal error: invalid device `latin1'


that's what i got from the man command. and it does to every other command.
