Chances are it would not help.  It is almost impossable to get at
the bearings of most of the fans in hubs.  You may want to buy a new fan
for it.  Depending on the size, you may find one at http://mavin.com.

If you realy want to try oil on it, remove the fan from the hub, put the
oil on the bearings, (A straw or a pocket oiler is helpfull here.) and
let the oil soak into the fan for at least 1/2 hour before powering it
back up.  Make sure you get any oil off the fan blades before you start
it up.
