Do the owners have homedirs on the system? If so, you could move their sites
to their homedirs, and reconfigure the httpd.conf file to point there. That's
pretty much what I do...that way, users with multiple sites can access them
more easily.

This I couldn't tell you...I can think of any valid reason for apache to stop
replying for a particular site/IP and restart, suddenly.

If they're not getting in and doing anything, probably not, though it might be
a good idea to keep an eye on those reports, and if the attempts are coming
from a particular place on a repeated basis, you route that system/network to
/dev/null.
