I believe they have a trial version at ftp.ssh.com/pub/ssh, but I suppose
you may have to purchase it after the trial period.

They also have the source code in the same location.  I wonder if it would
be possible to compile it with make (check the Cygnus Cygwin utilities here:
http://www.redhat.com/about/presscenter/cygnus_1999/cygwin101299.html), etc.
