Make sure the directory /var/spool/squid exists and that the user/group 
squid runs as ('nobody' on earlier versions of squid, 'squid' on newer 
versions) has read/write access to this directory.  You may need to create 
the directory and assign user/group/permissions as root.  You can check the 
user/group squid runs as by looking for 'cache_effective_user' and 
'cache_effective_group' in /etc/squid.conf.
