Check the cd to see if they have any Linux drivers. They just might. Or

setpci lets you configure pci cards that don't get set up during boot. It
works like the plug and play utilities do for ISA cards.
You shouldn't have to run mknod - the serial port device files are already
there. The hard part is knowing what to tell setserial to make them work.

Do they have a web site? I do not know that card, but they probably have
the information on their web site on how to make it work with Linux.
