What you ask is possible by editing /etc/securetty or by modifying your
pam configuration to remove pam_securetty, but it is really, really,
really, really, not recommended, even on a test machine.
Test machines have notoriously less security than real machines and are
usually the first target of anyone who wants to do anything bad, either
from within your organization or without.
I would strongly recommend that you install ssh and disable telnet
entirely. You won't have problems logging in as root and you will have
much better security overall to boot.
