Here's an idea that's more of a workaround than a direct import:
Open IE, estabilish an IMAP connection somewhere, copy all your local
mailboxes to the IMAP server (you can typically just drag and drop them
all there at the same time), then simply open Netscape and do the
reverse. Drag the IMAP folders to a local folder, and you've got all
your mail local in Netscape format.
