You can't use POP as root. It sends your root password unprotected over
the network. Most POP servers do not allow this. Red Hat boxes also come
configured to deny root access to FTP and telnet for the same reason.

You should forward root's mail to the human being that actually
administrates the machine. Look in /etc/aliases for a commented out line
that does just this.
