Correct on both statements.

I know what the ALT text is for. It's use is defined below. It's used
by browsers that cannot or do not display images. Obviously, someone who
is vision impaired will be browsing with images off, or will be using a
special browser that doesn't bother with images.

Unfortunately, that's what happens when you go with what the browser

I'm talking about the same thing as you. Re-read the ALT specification
above. In the scenario you're describing (a text based supplement to an
image), the specification DOES preclude the browser from displaying that
text.
