Scott:

Named needs the /etc/named.conf file. I remember that changing when I
upgraded a DNS server from 4.2 to 6.0. Be sure your using named.conf.

I attached a few examples of my old named.conf from my ISP days this past
summer a few weeks back. I'll attach an example of named.conf here. I did
not forward to another server though but I think that is easily done in the
named.conf file. See the attached.
