As long as you don't modify the stock /etc/inittab, CTRL-ALT-DEL is
reasonably safe, since it simply issues "/sbin/shutdown -t3 -r now" for
you.

Note that I say "reasonably" because it only provides 3 seconds for the
tasks to close themselves gracefully. You can increase this if necessary.
