Most likely name resolution issues.  If you are running a stock ftp
server, it will be using tcpd to fire off ftpd.  tcpd will attempt to do a
reverse name lookup.  Apparently it is having a problem with the reverse
lookup and is waits for a timeout.  Add a hosts entry for your Windows
machine and it should speed back up.
