IIRC, ImageMagick's "convert" tool will do that. ghostscript should also
be able to do it:

So, in my case, gs has drivers for TIFF, PNG, JPEG and a few others.
However, if I'm not mistaken it depends on how gs was configured during
build, so yours mightn@t have the drivers compiled in.
