I think he's referring to knowing how something works, and then being able to work 
with 
tools machinery etc. to MAKE something.

as in.. knowing the 4 cycles of an internal combustion engine.
as opposed to both knowing HOW it works and rebuilding said engine.

luckily, I can do both :)
